Basically the taxi drivers use their 3G cellphone to send a message to the police, and thanks to the system they are using - GPS - the message contains the exact location of the incident, which means the cops can get to the spot pretty fast and help the needed.

As you can imagine, the incidents can go from car accidents, to street fights, and many other scenarios. There are over 5,000 lusacel cellphones that taxi drivers have, and they have reported over 10,000 incidents.
