Turn the iPod Touch to an iPhone

However, it can't really do everything the iPhone can do. But what it can do, is place calls via VOIP using a freeware application called SIP-VOIP.
The article mentioned the things that you need. A jailbroken iPod touch, a Touchmod mic, and the freeware SIP-VoIP application. All you really have to do is install the SIP-VOIP application, set up an SIP Account and setup SIP-VoIP to make your calls. Very easy huh?
