I bet you were not expecting T-Mobile to be the first carrier in the USA to deploy a 21Mbps HSPA+ network. While AT&T is working on theoretical speeds of 7.2Mbps, T-Mobile has gone ahead and deployed HSPA+ in Philadelphia.
