Sure that iPhone 4 has that front-facing camera, but you can get video conferencing on any phone with a front facing camera with the SkypeKit Beta SDK.
We like to keep you informed on all things Skype, such as Skype mobile for Android and BlackBerry, as well as one for Nokia Symbian phones. This particular Skype app can “use the SDK to interface their apps and devices directly with Skype’s service starting tomorrow”.
Sadly, it is only in beta right now, with an update in September.
