This is an App for Allure Mobile, which can turn your smart phone into a controller for your thermostat. Similar to the Trane Remote Energy Management Thermostat, and but mobile.

Allure Mobile will turn down your cooling or heating systems automatically once you move a predetermined distance from your house, and then will crank it up again once you’re getting close to home again. Allure claims energy savings of up to 30% over a standard thermostat.

You should be able to get this app fro the BlackBerry or iPhone, and it will come to Android as well. My source does not have a price.
